Proposed CSA Bylaw Change

Proposed Change to Bylaw 1.2 Membership in the Association. Section 1.2.3 which concerns voting members and adding 1.2.4 which further defines who can vote. Renumber 1.2.4, 1.2.5 and 1.2.6

 Proposed By: Bill Hughes, President Cleburne Soccer Association

 Reason: To ensure that the membership is properly represented at the Annual General Meeting. Attendance at the AGM has declined, and this change will help increase membership involvement by empowering coaches. This format for voting is common in NTSSA. The following associations bylaws were referred to in considering this change: Plano, Frisco, Mesquite and Fort Worth Soccer Association.

 Replace

 1.2.3 Each household in which the member(s) reside may have two votes provided the votes are made by two separate adults (voting member must be 18 years or older). No proxy votes allowed.

 Replace with

 1.2.3 Voting Members will consist of the following: The designated head coach of each recreational team and each competitive team registered with the Corporation is a voting member. All other coaches and managers are a non-voting member.(see 1.2.4)   Members of the Board of Directors, any adult elected to serve as a member of the Board and who agrees to abide by these Bylaws and the CSA Rules is a voting member. 

 1.2.4  An individual that is a voting member only has one vote regardless of the number of teams coached or positions held with the Corporation. In the case of multiple teams or positions the assistant coach, then the manager may vote. All Coaches and Managers must have passed the background check and completed Safe Sport.

 1.2.5 Employees of the Association that have no other affiliation with the Association shall not be entitled to vote. This includes, but is not limited to, referees or concession workers that are employees only and do not hold any other status as described in 1.2.2.

 1.2.6 Membership in Association expires when the current playing season is over and the Member fails to renew their membership as defined in these Bylaws. Seasons are defined as the Fall season running from August to January and the Spring season running from February to July of each year.

1.2.7 Any person who threatens to file or does file a lawsuit or invokes the aid of the courts on their own behalf or as the representative for another person against the Association, or its officers, employees, or members or representatives of any of its officers, employees, or members, shall be subject to the sanction of immediate suspension from membership and from all soccer activities within the jurisdiction of the Association and its Affiliates. The Association adopts the policy that it is allowed to take full advantage of rights permitted to it by the laws of the State of Texas for “Not for-Profit” organizations.
